Background of the Study
Rural banking services have emerged as pivotal instruments in promoting financial inclusion, particularly in areas where conventional banking infrastructures are limited. In Okene Local Government Area, Kogi State, the development of rural banking has been central to addressing the financial needs of underserved communities. Access to financial services—such as savings, loans, and credit facilities—empowers local residents to invest in businesses, improve agricultural practices, and enhance overall livelihoods (Balogun, 2023). However, the penetration of formal banking services in rural regions faces numerous challenges including inadequate infrastructure, low financial literacy, and geographical isolation. Recent studies underscore that effective rural banking can bridge the gap between urban financial institutions and rural communities, fostering economic growth and social development (Adesina, 2025). Despite these opportunities, many rural banks struggle with operational inefficiencies and limited outreach, which in turn restricts their ability to contribute fully to financial inclusion. The evolving financial landscape, characterized by digital banking innovations, presents new opportunities and challenges for rural banking services. This study aims to evaluate the current state of rural banking in Okene, assess its impact on financial inclusion, and propose recommendations for enhancing its effectiveness in supporting rural development.

Statement of the Problem
In Okene Local Government Area, the limited reach of formal banking services has created significant barriers to financial inclusion. Many rural residents remain unbanked or underbanked due to infrastructural inadequacies, low levels of financial literacy, and operational challenges faced by rural banks (Balogun, 2023). This gap restricts access to essential financial services, thereby hindering entrepreneurial activities, agricultural investment, and overall economic progress. The inadequacy of rural banking services has left a substantial segment of the population reliant on informal credit systems, which are often unreliable and expensive. Without effective interventions, the financial exclusion of rural communities may continue, impeding broader socio-economic development and perpetuating regional disparities (Adesina, 2025).

Objectives of the Study:

  • To assess the current state of rural banking services in Okene.

  • To determine the impact of rural banking on financial inclusion in the area.

  • To propose strategies to enhance the outreach and efficiency of rural banking services.

Research Questions:

  • What is the current status of rural banking services in Okene?

  • How do these services influence financial inclusion among rural residents?

  • What improvements can be made to expand and enhance rural banking services?

Research Hypotheses:

  • H1: Enhanced rural banking services significantly improve financial inclusion.

  • H2: Low financial literacy contributes to limited usage of rural banking services.

  • H3: Technological innovations in banking can increase the reach and efficiency of rural financial services.

Significance of the Study
This study is significant as it evaluates the role of rural banking services in promoting financial inclusion in Okene. The findings will inform policymakers and financial institutions on strategies to expand banking services to underserved communities, thereby enhancing economic opportunities and reducing regional disparities. By identifying key challenges and proposing targeted interventions, the research contributes to sustainable financial development in rural areas (Balogun, 2023).

Scope and Limitations of the Study:
This study is confined to Okene Local Government Area and focuses exclusively on the impact of rural banking services on financial inclusion. Data is obtained from local banks, surveys, and government reports, which may limit the broader generalizability of the findings.

Definitions of Terms:

  • Rural Banking Services: Financial services provided by banks in non-urban areas.

  • Financial Inclusion: The process of ensuring access to useful and affordable financial products and services.

  • Digital Banking: The use of digital platforms to offer banking services, enhancing accessibility in rural areas.
